Larry Hernandez Is Under Scrutiny After a Video of Him With a Wanted Fugitive Goes Viral

A video that Larry Hernandez filmed himself has turned into a serious international story, and it likely started as nothing more than a casual afternoon eating mariscos in Sinaloa. The regional Mexican music singer is now at the center of a controversy after the footage revealed the presence of Carlos Alberto Páez Pereda, better known as Carlitos Rugrats, a man the U.S. government considers one of its most wanted fugitives.

Who Is Larry Hernandez?

Larry Hernandez is a Los Angeles-born regional Mexican artist who built his fanbase through corridos and narcocorridos, a genre that has always walked a complicated line between storytelling and real-world association. He has had previous legal troubles and has remained a polarizing figure in the music world. His audience knows he has deep cultural ties to Sinaloa, which makes his appearances in the region unsurprising. What surprised people this time was who ended up in the background of his footage.

Who Is Carlitos Rugrats?

Carlos Alberto Páez Pereda, alias Carlitos Rugrats, is identified by U.S. authorities as a key operative for the La Mayiza faction of the Sinaloa Cartel, and a $3 million reward is currently offered for information leading to his capture. The U.S. Treasury Department's Office of Foreign Assets Control sanctioned Páez Pereda, identifying him as the leader of Los Rugrats, a cell known for operating under the faction aligned with Los Mayos, with his main activities centered around fentanyl production in Culiacán. The nickname comes from the cartoon, which, in a different context, sounds a lot less threatening than it actually is.

What the Video Shows

The footage was filmed at a seafood stand in the community of Pueblos Unidos, Sinaloa, and shows Larry Hernandez socializing and eating in a casual manner. The individual identified as Carlitos Rugrats appears in one of the shots and was visibly carrying what appeared to be a handgun tucked into his waistband along with radio communication equipment. The whole thing looked like any normal afternoon at a marisquería, except for the fact that one of the men at the table has a multi-million dollar bounty on his head. The video was reportedly a live transmission, and users on social media were the ones who identified Páez Pereda in the footage.

Can Larry Hernandez Actually Get in Trouble for This?

To date, neither Larry Hernandez's legal team nor Mexican law enforcement authorities have issued an official statement regarding the video or the international fugitive's presence at the location. Legal experts generally note that simply being near someone who is wanted is not a crime in itself. Unless there is evidence of a business relationship, financial ties, or active assistance in evading law enforcement, a casual video does not automatically create criminal liability. That said, drawing international attention to a $3 million fugitive who appears to be living comfortably at a seafood stand in Sinaloa is not exactly the kind of press that makes things easier for anyone involved. According to the Reuters Institute for the Study of Journalism, stories involving cartel figures and public entertainers consistently rank among the most-shared content across Spanish-language social media platforms, which explains exactly why this one spread as fast as it did.

Larry Hernandez has been in difficult situations before and navigated through them. Whether he knew who was sitting nearby when he hit record is a question only he can answer. For now, the internet has already made up its mind, and the comment section is not being quiet about it.
